Regulation of the Queensland Gas Scheme
The Chief Executive of the department that administers the Electricity Act 1994 is the Regulator for the Queensland Gas Scheme. The Department of Mines and Energy will assist the regulator in the regulation and administration of the scheme. Specifically, the regulator's role will include:
- accreditation of eligible power stations
- validation of Gas Electricity Certificates (GECs) created by accredited generators
- registration of scheme participants
- managing compliance by liable parties, accredited generators and other scheme participants
- monitoring of market operations
- deciding and reporting Queensland Usage Factors (QUFs) and loss factors
- general monitoring and administration
The administration of the scheme is underpinned by an interactive web-based GEC Registry which allows the scheme participants to undertake online creation, transfer and surrender of GECs. The registry also assists the regulator in monitoring compliance by the scheme participants.
