Regulation and Licensing

The Department of Mines and Energy regulates and monitors policy and legislation affecting Queensland's electricity industry.

Regulatory Framework
The Electricity Act 1994, the Electricity Regulation 2006 and functions of the Regulator

Licensing
Generation Authority, Transmission Authority, Distribution Authority, Retail Authority, Special Approvals, annual reporting requirements for licence holders, and current consultations on electricity licensing applications.

Electricity Industry Code
In line with the Queensland Government's commitment to improving customer service and reliability of supply for electricity consumers, a new Electricity Industry Code was implemented from 1 January 2005 to introduce guaranteed levels of service and performance requirements for Queensland's electricity distributors, ENERGEX and Ergon Energy.

Electricity Retail Billing Guaranteed Service Level (GSL) Rebate Scheme
The Electricity Retail Billing GSL Rebate Scheme provides greater incentives to electricity retailers to improve their billing systems, and to compensate customers for the inconvenience of being overcharged when a retailer gets it wrong.

Drought Relief from Electricity Charges
Drought Relief from Electricity Charges is available for eligible non-market customers

Retail Marketing Code of Conduct
A Retail Marketing Code of Conduct protects domestic and small business electricity consumers from inappropriate marketing practices by electricity and natural gas retailers.

Solar Bonus Scheme
The Electricity Act 1994 requires retail and distribution authorities to submit Solar Bonus Scheme data to the Regulator at six-monthly intervals. Reporting templates are provided to assist authorities to meet this obligation.
