Security Sensitive Ammonium Nitrate

Ammonium nitrate is a raw material for explosives. All Australian governments believe it should not be freely available.

Ammonium nitrate products containing more than 45% ammonium nitrate are designated as security sensitive ammonium nitrate (SSAN) and are subject to regulation.

SSAN licences

After 30 June 2005 you cannot use SSAN unless you have a licence. Licences are available to people who:

  • can demonstrate a legitimate need for SSAN
  • will transport and store SSAN securely
  • are not of a security concern.

You need a licence to import, export, manufacture, store, transport, sell, supply, purchase, acquire, use or dispose of SSAN.

Please note: the SSAN licence application form refers to explosives information bulletins that are still in draft form. Until these bulletins are finalised, please refer to the following:

  • information bulletin 54 (use SSAN agricultural, industrial, laboratories and sell) - refer to guidance note 3

If you would like to make comments on any of the draft information bulletins, you can send an email to explosives@dme.qld.gov.au.
