Type B gas training courses
Two courses have recently become available for those who wish to undertake training on Type B gas devices.
Gastrain Pty Ltd is a technical training and instruction resource for registered training organisations, industry and the trade, specialising in the gas industry. Gastrain is running a four week course in Gladstone and Brisbane based on the national competency BCPGS4003A.
Chris Strahm from Swisstech also provides a comprehensive Industrial Type B Servicing Course in Gladstone for those who wish to only service Type B gas devices.
Potential applicants for either course should consult with the Chief Inspector or Regional Inspector with regard to how this course may contribute to demonstrating competency to hold a gas work authorisation (industrial appliances or servicing).

Type B gas device approval and certification process
When a Type B gas device is manufactured/imported, designed, constructed and installed there is a three stage process of certification and approval. It is important that importers/manufacturers, owners and operators, and installers of such equipment fully understand their obligations in each of these processes, as they are each required to obtain or provide certification or approval of the device.
Gas suppliers also need to be fully aware of these requirements. Gas suppliers are obligated to ensure that they receive a copy (green copy) of the gas system compliance certificate from the authorisation holder and should not supply gas (other than commissioning gas) unless a copy of the certificate has been received.
Certifying and approving type B gas devices
Type B gas devices can only be offered for sale, installation or use if the device has been approved by the Chief Inspector or by a person or body approved by the Chief Inspector under s733(2) Petroleum and Gas (Production and Safety) Act 2004.
These persons/bodies approved by the Chief Inspector, Petroleum and Gas are called Type B approving authorities. A List of Type B gas device approving authorities in Queensland is available.

Type B approving authorities will be authorised to approve up to three classes of gas devices based on gas usage capacity and complexity. These classes and the process for assessing and approving authorities are outlined in the Type B approving authority approval process (PDF 142 Kb).
Type B approving authorities must abide by a Code of conduct and guideline for making approvals (PDF, 102 Kb). The approval of Type B devices by the approving authority must be made on the Type B Approving Authority Certificate.

Authorisation types
To undertake work on any Type B gas device a Gas Work Authorisation is needed. A Type B gas device is any gas device that is not a Type A (badged appliance) gas device. This includes industrial gas plants and many commercial gas devices, a fuel gas system for a vehicle or vessel and a refrigeration system for which gas is the refrigerant.
There are five classes of Gas Work Authorisations in Queensland:
- Industrial Appliances (can cover installation, maintenance, servicing and certifying of Type B Devices)
- Motor Fuel (for installation, alteration, maintenance, servicing or certifying of gas system that supply fuel to vehicle and vessel engines)
- Servicing (where an industrial appliance authorisation is to be limited to servicing only)
- Major Project (for development and construction of plant for major gas users (>50GJ/hour) only)
- Hydrocarbon Refrigerants (for any work on devices using hydrocarbon gas as a refrigerant)

Authorisations are designed for allowing businesses/organisations to undertake gas work on Type B gas devices. The application should be made by the Chief Executive or a senior person in the organisation who will be responsible for the work being undertaken.

Installers obligations
Before a Type B gas device is installed the authorisation holder must sight the Type B approving authority certificate [Form PGA733(2) AA]. This form is the approval provided by the Type B approving authority that the design of the device has met the safety requirements and is approved for installation. It is an offence under s733(2) of the Petroleum and Gas (Production and Safety) Act 2004 to install a device that has not been approved in this manner.
A gas system compliance certificate (Form PGA 734) must be issued when an authorisation holder installs a gas device. It is an offence not to certify the installation on this form, which can only be purchased by the authorisation holder from your local Petroleum and Gas Inspectorate office. No other form (including the old form 8s) can be used. An order form (PDF, 93 Kb) is available for ordering books of these certificates. Please note the white copy must be provided to the gas device owner, the green copy to the gas supplier (copy can be faxed if desired).
Changes to the Petroleum and Gas (Production and Safety) Act 2004 effective from 6 November 2009, obligates a person who undertakes gas work or installs part of, or all of a gas system, to use the approved 'Gas System Defect Notice' when non-compliant work is identified. Under the new requirements of s734A, a defect notice must be issued if a non-compliance is found. In addition, the new provisions require any 'safety concern' (ie where this is imminent risk of material harm to persons or property unless action is taken) to be notified to both the gas supplier and a Petroleum and Gas Inspector. The designated 24/7 telephone number to contact the Inspectorate for these serious defects can be obtained by contacting the Inspectorate.
The approved form can only be obtained from the Petroleum and Gas Inspectorate. All persons working under a gas work authorisation should have a book of defect notices. The 'request for certificate books' form can be used to order and purchase these books.
Installation and commissioning must be undertaken in accordance with the manufacturer's instructions/design package as approved by the approving authority. In addition installation and commissioning must meet the safety requirements of the Petroleum and Gas (Production and Safety) Act and Regulation 2004 (essentially AS3814).
