Licence Applications & Renewals

These application forms must only be used by a person who is not the current holder of a licence in Queensland under the Explosives Act 1999. Existing licence holders must contact a licensing officer in their regional office.

Each application has three pages:

  • page 1 - holder record details.
  • page 2 - details of the licence category applied for.
  • page 3 - instructions, information and required items.

To ensure your application is processed quickly, please read page three carefully before submitting your form.

General Information for Licence Holders

This form provides a summary of information for licence holders on the licensing requirements, periods and fees, obligations of licence holders, individual and corporate licenses, requirements and conditions. It is to be used as a guide and not as a complete set of requirements. Please read carefully, in conjunction with the instructions on the Licence Application or Renewal. Licence application forms

There are two types of forms for most applications: individual and corporation.

A corporation is a registered company, association or club, cooperative trading society or government agency.

A separate security assessment application is not required when lodging an application in an individual's name, however the security assessment fee (refer to Information bulletin 37 (PDF, 110 kB)) will still apply if a clearance has not been provided from DME within the last two years.

When a corporation (other than a publicly listed company or government agency) applies for a licence, each person listed on the application also needs to complete an Application for security assessment form (PDF, 72 kB).

Apply for a licence to import, export, sell, possess, transport and store collectors' ammunition in Queensland (refer S33, Explosives Regulation 2003).

Apply for a licence to export explosives from Queensland to another country (refer S22, Explosives Regulation 2003).

Apply for a licence to provide a fireworks display service at a public display in Queensland (refer S31, Explosives Regulation 2003).

Apply for a licence to use fireworks in Queensland at public displays (refer S32, Explosives Regulation 2003).

Apply for a licence to import explosives into Queensland from another country (refer S22, Explosives Regulation 2003).

Apply for a licence to manufacture explosives in Queensland at an established factory facility (refer S24, Explosives Regulation 2003).

Apply for a licence to manufacture explosives in Queensland at or near the place where the explosives are to be used (refer S24, Explosives Regulation 2003) other than a licence to manufacture explosives for an explosives factory or a mobile manufacturing unit.

Apply for a licence to manufacture explosives in Queensland in a mobile manufacturing unit (refer S24, Explosives Regulation 2003).

Apply for a licence to sell explosives in Queensland (includes a person outside Queensland intending to sell explosives in Queensland - refer S25, Explosives Regulation 2003).

Apply for a licence to use blasting explosives in Queensland for the purpose of blasting activities, e.g. quarrying, mining, construction (refer S30, Explosives Regulation 2003).

Apply for a licence to store explosives in Queensland, other than at a Government Magazine (refer S26, Explosives Regulation 2003).

Apply for a licence to transport explosives in Queensland by vehicle or boat (refer S28, Explosives Regulation 2003).

Apply for a licence to use explosives of any kind, in Queensland for purposes other than a Shotfirer Licence or a Fireworks Operator Licence (refer S29, Explosives Regulation 2003).

Apply for a licence to use explosives (SSAN only) in Queensland for the purchase, use, disposal, storage of up to five tonnes of SSAN and transport of up to five tonnes of SSAN in a single load (refer S29, Explosives Regulation 2003). This licence applies to the possession of SSAN only in quantities greater than one kilogram and applies to non-conventional explosives activities in agriculture, industry and laboratories, including schools and other educational institutions where a legitimate need for possession must be demonstrated.

Permit application forms

Apply for a permit to export explosives directly from Queensland to another country as a once only exercise and not as a commercial activity (refer S23, Explosives Regulation 2003).

Apply for a permit to import explosives directly into Queensland from another country as a once only exercise and not as a commercial activity (refer S23, Explosives Regulation 2003).

Apply for a permit to store explosives in Queensland, temporarily at a site for a short period due to unforeseen, unplanned or transitory circumstances (refer S27, Explosives Regulation 2003) or in connection with a Permit to Import Explosives or a Permit to Export Explosives.

Other application forms

Security assessment

This form is used for the security assessment of individuals and directors, owners, part owners, etc. of a corporate body, cooperative trading society or association. This form does not cover persons seeking a security clearance for unsupervised access to explosives.

If you need security clearance to attend any training course associated with the use of explosives or for unsupervised access to explosives, contact your local Police Station.

Validation of explosives licence authority

This form is to be used by the seller of security sensitive explosives to request the Chief Inspector of Explosives to validate the identity and licence of a new client or a new licence of an existing client under s78B of the Explosives Regulation 2003. This request applies to licences issued under the Explosives Act 1999 and not under the Weapons Act 1990.

Duplicate licence

Use this form to apply for a duplicate or replace a licence that has been lost, stolen, damaged or defaced. Both individuals and corporations can use this form.

Voluntary surrender

Use this form to voluntarily surrender a licence to the Chief Inspector of Explosives (refer to Important Notice 8 - Requirements for cancelling an authority under the Explosives Act 1999). This will apply when you no longer want to hold a licence (one or more) issued under the Explosives Act 1999. Both individuals and corporations can use this form.

Other

The following forms are only available by contacting a licensing officer:

  • new application for existing holder - use this form if you are a current licence holder under the Explosives Act 1999 applying for another licence or permit
  • alter holder record - use this form to amend the holder record for changes in name, address, contact details, etc. for all existing licences issued under the Explosives Act 1999
  • alter existing licence details - use this form to amend a licence. You can only use this form if you are the current holder of a licence in Queensland under the Explosives Act 1999.
