Security risk assessment and security plan

All licence holders require a security plan to cover all of the activities associated with the licence.

The security plan should be based on a security risk assessment.  The template provides a guide to conducting the security risk assessment and compiling the security plan.

The security plan should be appropriate to the licence holder's circumstances.  A security plan for the seller of propellant powders from a shop would not require the complexity of a security plan for a transporter of explosives or a major explosives seller.

There are key principles that are to be covered in all security plans.

  • Explosives are under lock and key at all times and/or under the control of an appropriate person (An appropriate person is appointed by the licence holder based on a favourable security clearance, competence with explosives and general conduct). 
  • There is a documented chain of custody in place as explosives are passed from one licence holder to another (or their representative).
  • Explosives are always in the possession and control of a licence holder or their authorised representative.
  • Explosives are accounted for in an accurate and timely manner that will aid in the investigation of any theft, loss or discrepancy in stock.
  • The security system ensures that any theft, loss or discrepancy is immediately detectable and ensures that a timely investigation and relevant action by authorities can be commenced.

Security plan template (Word, 261 kB) - The purpose of this security plan is to ensure an auditable chain of possession and control of explosives from the seller to the purchaser.  This template may also be adapted to prepare a Security Plan for other licence types.
